DEFRA
are currently leading a government review called
Living Places - Powers, Rights, Responsibilities,
which is looking at options for reforming legislative responsibilities.
The Office of the Deputy Prime Minister
have detailed the strategy and the context for the wider agenda
in an accompanying document called
Living Places - Cleaner, Safer, Greener
The
NALG is currently compiling a response to the aquatic litter component
of Living Places a copy of which will be available through this
page in late January.
Following
the highlighting, by NALG of the issue of responsibility for litter
duties around aquatic environments, Section R9 of the consultation
document focusses on 'Extend the Litter Duty to Aquatic Environments'.
It gives two options:
Option a)
'Legislative
controls to address litter in areas not covered by Part IV of the
Environmental Protection Act 1990 (in particular, on beaches, rivers
and canals) are inadequate fo dealing with unacceptable accumulations
of litter that are detrimental to the quality of water environments
and a potential hazardous to wildlife.'
Option
b)
'For
the relevant public bodies to develop a voluntary agreements and
associated codes of practice with local authorities and other partners
for controlling the amount of itter in their specific water bodies'.
